When I was going to replace the all around light, I contacted Attwood about the mount (hinge-thingy) and the one on the new LED one is different. They told me to reuse the existing mount. I ended up not replacing the all around light and just replacing the bulbs with LED bulbs, which must be lost on a boat between China and Pittsburgh. The transom light fit perfectly with the same mounting holes.

I'm going to have to cobble up a solution for my all around light. Too many issues with water messing up the bulbs, but my all around light has a custom (near as I can figure) arm to go around my radar. So need an LED light part I can adapt to the pole.
Those one are 31mm long but some anchor and steaming lights take 41mmm. I have the 31 and they are very bright, would have to measure the one on your boat
Are there any decent solar powered anchor lights out there? It seems like the best application for such a light. I'm just not sure if the tech is there yet?
I am lucky enough to work with a couple Coasties, the great thing about the Coast Guard when it comes to boating equipment is they are all about safety...period. If the USCG issues a citation, it was for something safety related and they receive ZERO percent of the revenue from issuing citations, so they don't do it all that often. The marker lights you mention as being solar will get reported very quickly if they aren't working. As for solar powered lights, they are all for them since they would have to be connected to a 12v source to work at night anyway.
How many lumens should the mast light be? I want to get these that are 375. @Cableguy Greg yours was plenty bright? Is there a rule for how bright? Mine now is beyond dim.
