Testing battery charger

i believe my battery charger is failing. What is the best method to check and see if this is in fact the case? I’d hate to spend money replacing it if it’s not bad.

Volt meter on battery no shore power should show 12.5 to 12.7, flip breaker on for shore power/battery charger , battery should jump to 13.7 or better. Could also check 120v power going to charger.

Just went through that with mine I touched the positive to the ground and turns out I blew the 30 amp fuse inside if it’s the same as mine here is the link for the manual https://www.progressivedyn.com/wp-content/uploads/2017/04/PD2000MarineManual.pdf
