1996 Fiesta Vee Prop Question

I purchased a 1996 Rinker Fiesta Vee and it had a prop on it with a pitch of 17. The RPM's were running between 5500 and 6000 at WOT which seemed way to high. And my top speed was 18 knots which seemed way to slow. When I went to a local prop shop they said to get my RPM's to the recommended 4800 I would need a 21 pitch prop which I purchased. With the new 21 pitch prop I am now at 4800 RPM's and reach a top speed of 21 knots when I am alone in the boat. When I add 3 more adults the boat will only run at 15 knots and the RPM's wont go past 3200. I am content at 21 knots at 4800 RPM's, but can only achieve this when I am alone in the boat. Any suggestions?

I have moved the passengers all over the boat, from back to from to try and get up on plane with no luck.
I do have trim tabs.
it could be that you could drop a pitch (20p) and add some diameter (safely) to retain the 4800rpms of the engines design, and be able to push you up easier.. that 17p was way to shallow a pitch, and you were no doubt slipping like a hot dog on ice with it- adding diameter will give more surface bite into the water, hence making the engine work harder to twirl it, and lessening the pitch will raise the RPM's slightly enough to keep you in your engines happy range, but still allow enough bite to plane you out efficiently.. maybe even a 19p would do the trick, so long as you add diameter to match (again, within reason)...
