next issue....fuel gauge not working...ugh

So to pump my tank out I pulled the sending unit. There are 2 wires attached to it. After pulling it the fuel gauge is now not working. It is reading about 1/4" below E. The tank is about 90% full. The sender was installed at the correct orientation. It's a Crownline but I would think the system would be similar. Any ideas? Can't find any fuses anywhere on the boat. I checked the voltage between the 2 wires with the key on and got 9.7 volts so seems like there is power at the sending unit unless I should be checking ohms?

Could it be possible the float mechanism got flipped around and it is actually upside down inside the tank?
