Need Help guys.....Dual Engine Steering linkage (tie bar)

Trying to align my engines, they are toed in a quite bit.....been that way since I bought the boat. In the picture below, is the white rod supposed to spin around the threaded piece with the nut? I can't get it to spin (yes I took the pin out) and don't want to break anything.

    The 2 outer pieces are called heim Joints. They are both threaded. 1 clockwise thread and 1 counter clockwise threads just like a tie rod on your car. Back off the locking nuts and spin the white tube to get your desired alignment. Be careful not to wind them out too far . You want several threads in the white tube on each side. Tighten down the locking nuts when you are done. I dont know how the alignment is to be set but the function of the tie bar is simple

    That's what I thought but I can't spin the white tube, I even used a pipe wrench and it won't budge.

    That may explain why it is toed in now. Someone may have booger-ed up the treads the last time they messed with it. You may need to pop the whole assembly off and adjust it on a bench or at least see why it is not adjustable

    Maybe try some penetrating oil on the threads?

    I did...I let it soak for 2 days to no avail.

    Yeah, heat will be my next try but at this point, I think I'll wait until it goes back on the hard. Boat is being put in the water this Friday and the weather between now and then is crappy so I won't be able to get in there.
