water not draining out from under the floor on a Rinker 180 bowlder

should the water not drain back to the stern from under the ski locker in the floor of the boat?  mabe some drain channels are plugged ? always gotta use a wetvac to suck out the water.   anyone know if this is normal ?  no hull leaks...just splash and rain water.

Should be a hole in the engine bay maybe a small wire or compressed air to clean it out.
