Yep. This is a truck we spotted in the Yucatan Mexico this past winter. Load of pallets....not secured. We dodged three of them before we managed to pass him.

That's actually a frame that launches/lands the boat and stores it up top. There's a local guy with one - this way he can still drag his RV.

As long as it's tied down I don't see a legal issue.  Stupid but not illegal.  People haul 4 wheelers in a similar way.  Not much different.
