Low engine RPMs

I got a 2000 model 232 captiva bowrider last year with a 350 cabureated engine. Alpha one drive ratio of 1.47. When I got it last year it had a 19 p 3 blade prop and would only get to 3000 rpms and about 30 mph. This year I’ve changed to a 15 p 3 blade and am only getting 4200 rpms and about 32 mph. The carb is opening fully. Ive changed the spark plugs, distributor cap and rotor, fuel water separator, anti siphon valve, replaced exhaust flappers, and check the compression which are all right about 150 psi. What am I missing this seems to way underperform in the water. Out of water can get full rpms
