Rocker switch

So, no where to go with this other than my rinker tinker brothers...
My generator has an off on rocker switch....generator was sitting and would not start...went for all the usual suspects but laying the plug by the block no spark...pulled the oil sensor wire, no go and then got the meter to check the switch. Has a ground, white and red. So, I assume I should have continuity between the red and ground when on, none with off. Had both. So, I thought I would try to jump the switch....and for giggles, with no switch wires I put the plug against the block, pulled the cord and have spark...put the plug in and it started first crank with no switch wires attached or touching anything....what the heck is up with that?
