Oil filter adapter

I was just looking over things on my engines and noticed that the oil filter adapter on the block (port side) that the lines hook up to is loose. No leaks but I can rotate it left and right with the lines hooked up. Should this be tight up to the block? The starboard side seems tight.

I’m wondering if it’s supposed to pivot so the lines can line up?

I was able to tighten both port and starboard adapters up. I was shocked at how loose the port side was and it wasn’t leaking! Starboard was a pain to reach but doable.
