I saw a boat out of the water that looked pretty bad but nothing like that....can only imagine how the rest of the boat looked....

stray electric current in the water will do that. Hence the efforts to make people aware ESD / electric shock drowning.

Back in the early 80's my dad & buddy took his Sea-Ray down to Put-In-Bay, OH.
Everybody boozing it up on the dock in the evening, a fella down the dock dove in to get his hat & died on the spot with ESD. Another boating cautionary tale.
