Star Brite makes a rust stain remover that should get rid of that. Spray it on and let it sit for a few minutes then hit it with a bush and rinse.

I’ve also used the star brite rust remover with good success

That cleat should be stainless. Be worth seeing if you can see how it is attached underneath and if someone used plain steel fasteners.
