IAC Clean or Replace?

I have a 2000 MPI B3 with a hard starting issue.  Have been reading that the IAC is most likely the culprit .

Will cleaning the spring plunger with carb cleaner fix it or it a replace item??     
I am a new boater with my first boat,  thats why some of my questions seem dumb

    I would just replace them and the little filter in the throttle body too.  $80 a piece at Michigan Motorz.

    Where is the little filter exactly?
