unattached vacuum (?) tube on outdrive

While cleaning up outdrives today I noticed this 1/4" vacuum tube (?) was pinched in the starboard outdrive. Checked the port drive and same tube was in middle of drive and free, but I noticed it wasn't attached to any thing at its lower end. When I raised the starboard drive, it totally freed up the pinched tube, and I could see it was attached in the middle part of drive. What is this tube? My guess from previous boats is that it's the "pitot tube", and relates to a speedometer. Since this boat has no dash speedometer (just the GPS) they serve no purpose, hence pinched or unpinched, attached or free, I need not worry?
