Fiesta vee 266 trim won’t go down

Just purchased our 96 fiesta vee 266 theee weeks ago it’s been great except today we go to take it out and the trim tab won’t go down.  This is the one in the throttle  it will raise motor (which unfortunately I have almost out of water) but will not lower. Any ideas on what could cause this? Or a solution?

    There are 2 selonoids mounted on the trim motor.  Probably the down one is bad but I would replace both at the same time.
