UNDERPOWERED 2007 27 foot express w/ Volvo 270hp?

On a friend's boat and was surprised how stern heavy and underpowered their boat is. 27 foot 2007 Express with single 270hp Volvo.
Can not get on plane. Trim/tilt is fine. Underpitched prop or just too puny in the ponies?
4600rpm cant clear 11knots. Tried even weight shifting to bow. Cant get on plane. Trim works fine on visual inspection. Tabs do little to get it out of the hole too.
I know it's a heavy boat and I had my doubts on the power these people just bought used.
Thoughts?
