Tachometers from that era are notorious for problems such as sticking. Try tapping the tach with your hand. It will probably go back down. Another thing to try is unplugging and replugging the plugs on the back of the tach, or flipping the dip switches a few times.
For the 2 beeps once per minute, it generally means a sensor is faulty (shorted or disconnected). Look around for damaged or unplugged wires. An engine scanner would tell you exactly where to look.
