Sundeck Lift

I just bought a 1995 Rinker Flotilla. Absolutely love the boat, but the sundeck flew off on the highway! I had to reupholster it and screw it back on. I then added button straps and a bungee, but the thing still pops up on the highway! The only thing I can do to keep it down is to place the bimini on it to weigh it down.
I noticed there is an Up/Down control for the sundeck on my instrument cluster that does nothing. It looks like this boat used to have a automatic control inside the engine compartment that held the sundeck down, but a previous owner must have gutted this system. Can anyone post pictures and/or part numbers so I can re-construct this system?

here is a link to actuators, you will probably have to measure the length by finding the old screw hole's, is the wire still there?
