Water and waste tank vent thru-hulls

The flush vents for the water and waste tanks seem to let rain water run into them. I came to that conclusion when the carbon in my waste tank filer was always wet when I went to change it. And no the tank never got THAT full. I see lots of vents that come out and have screens pointing down, which I think would help prevent rain water finding it's way in.
My question: Has anybody replaced their vents and if so, what size did you end up using? I guess the 2nd question is: has anybody found a different solution for keeping the rain water out of their filters?

Had to drill the hole out a crack bigger.
@mattie I have a big orange filter, which has a relief valve.
