Best way to fill empty bolt holes in fiberglass?

I need to fill some 3/8" holes in the underside of the swim platform from where I had my dinghy bracket mounted.  What's the best approach?  Should I pour epoxy into the holes?  Alternately, I could install a stainless carriage bolt sealed with 4200.

    I like the bolt solution.  Keep the option for future use.

    Generally if the holes are out of site, I epoxy them, underside of the swim platform is wet and out of site so I’d probably epoxy. But if it is in sight I usually use finishing washers and screws along with sealant.
