Gel Coat woes

Good Morning Gang,
Started to tackle project # 3 this morning. Wet sanded out the little dings and deeper scratches in the gel coat. Had purchased a gel coat repair kit from Pirate's Cove, one of our better local marinas here in Ottawa.
Picked up the small can of white, along with the hardener, and some blue tint.
Followed the directions, mixed 1 tablespoon of gelcoat with 7 drops of hardener into a clean paper cup. It's a Tim Horton's coffee cup, so I don't know if wax is an issue...but the stuff never set up, always stayed liquid. I did shake the can, and the hardener, mixed will... Threw out the first batch and tried again, same result.
Any thoughts?
