High fuel presure on starbord engine

I have a 320 (2005) and I have high fuel presure on the starbord engine, and have replaced the fuel pump and filters and continue to have the same problem. It causes the fuel to run too rich and the exaust to smoke. Any ideas?

Swap regulators with other engine, and see if it follows.

The fuel pressure is more than 45 psi. It is about 80.
