The initial problem was surging. I first changed plugs. No change. Next fuel filter, no change. tried adjusting carb, no change. I then took off the float bowl and found major contamination. My first thought was to rebuild, but the fresh water tank needs to be moved to get the guards off. I didn't want to chance doing it twice so replaced with new one. Now runs as it should.  Note: To get the rear spark plug out I had to removed the coolant hose to access the plug, because rear sound cover was either stuck or non removable. I used a small hose attached to the spark plug tip to get it started in the blind hole.

Nice work! Thanks for posting. Agree with your comments, I rebuilt my carb on the 5E in my 342 years ago and I regretted the rebuilt. It worked but if I could go back I would have just replaced it entirety rather than re build.
