Aluminum hardtop issue on 360

After a few years use, I began having issues with my hardtop finish where the stainless steel bolts or screws came in to contact with the aluminum. Now, after the boats 5th season is coming to an end, my hardtop is bubbling paint and has paint flaking off in a number of locations and is quickly spreading like a cancer. i was advised by the company who I plan to hire to refinish the top, that it appears there was no undercoat applied before it was painted at the factory. Just wondering if anyone else is having the same issue.

Once the corrosion starts under the paint it will spread. The SS fasterners are not the true culprit, but the exposed raw AL from scratching/drilling is. To really do this right you need to go to bare metal and properly prime/paint and then be careful with fasteners, use washers where you can. Zinc-phosphate is the best undercoat.
