Bad water heater pressure relief valve

End of the season I noticed this valve dripping, hence explaining why I was hearing the fresh water pump burb on fairly often.  Tried opening and closing valve many times to perhaps clean it out to correct, but still leaks.  Used long handled slip pliers (for better leverage) to loosen it to remove and could not budge it.  Boat is stored now, but plan to try penetrating oil in Spring. Can I expect that will likely work, or are these things particularly difficult?

If the valve is OEM it may be torqued on pretty well, but you should still be able to break it free with an appropriately sized pipe wrench.

Thread wise the one in my boat tank was the same as what was in my home hot water tank.  

These were about 18 bucks at home Depot a few years ago in the plumbing section.

My big concern is just being able to get the old one off.

@Spyderweb get yourself some Kroil and let it soak a day or two. Use a large pipe wrench or adjustable with a cheater bar on it. It will come right off.
