Front anchor locker drain

I noticed my locker drain hole has a green goo coming out of it. Also, there are two other vent looking things on either side of the hull- one of those has the same goo. The rhode locker I understand must be full and needs cleaned out. I seldom have used it and must be rain water.   I will run out the line and see what I see- what about the other, what are they supposed to vent? Why would it be getting gooed up like that?

    Could be the recessed area where the windlass is mounted or the drain for the air conditioner pan?

    I did get it opened up, don't know where the leaves came from but all clogged  up...but that lower small chrome vent on either side? I sprayed water down into the rhode locker thinking it would run thru- I had let put all the rhode but it was pretty clean...

    On my 310 there is one either side for the windlass locker and 2 on the port for AC output and condensate drain pan. Anchor locker I think runs down inside to the after bilge pump under the bed.
