Aft and Stern bilge float switches?

I have a 99 Rinker Fiesta Vee 270. Was wondering if anyone has a wiring diagram for the bilge pumps and the float switches. My Bilge pumps work with the helm switch but the float switches won't function. I've replaced both pumps and floats. The floats still are a no go. Wondering if I'm missing a fuse or something of that nature. My understanding is that these are supposed to be able to function with the battery on or off. Is that the the case? Thanks for any help in advance.

Do have several fuses blown behind the selector switch. Haven't been back to replace them. Any idea what the other two are for? Nothing is labeled. Thanks
