Swim Platform Ladder Fasteners

A couple weeks ago a large wake pushed my boat into the dock while we were at a restaurant, my wife said it looked like the ladder hit. I opened the swim ladder cover and everything looked good. Well, yesterday my friend who was out with us had to jump in to get his son’s football. I went to put the ladder down and when I swung the ladder down, one side was completely loose, no screws holding it. The heads were just sitting there 😂. Trying to minimize trips back and forth to the boat, does anyone know what hardware was used? Screws or bolts and a nut? With the Phillips head it looks like a screw? Bolts would be easier to knock out but installing them would be tough to reach in. If it’s a screw, I have to drill and use an easy out.
