Throttle Body Gasket Restriction on a 7.4 MPI

When I took off my throttle body to clean it I noticed that the gasket had a half moon restriction at the bottom of the air opening.   

Do you guys cut that off or leave it on?  I figured that its there for a reason

I am a new boater with my first boat,  thats why some of my questions seem dumb

    I can't imagine a reason for it being there other than a poorly QA'd gasket company.... it's not, exactly, that it would limit airflow- it disrupts the flow instead, creating strange little bends and flexes that create pockets of low pressure incoming air can't get past- which DOES limit ingested air...

    your new gasket ought not have it.  if it does, whittle it off with a razor.

    always keep in mind that 10cfm's through a gas engine account for a pony, and small things like this can cost you when it's a common path for all the cylinders...
