I noticed that one of the stabilizers do not operate at all, any easy troubleshooting suggestions?,

I just purchased my first used 2006 250 VEE, at times I notices it bends slightly to one site (depending on how people sets,) I am assuming the stabilizers should help me to correct that.... yet one does not work... any info I can read about stabilizers troubleshooting and operation

So the trim tabs only help while underway, not while at rest/dock. 

You need to see if they are all electric or hydraulic. Lenco is popular for all electric, usually if on stops working the actuator is dead and needs to be replaced. 

If hydraulic, check the fluid level as a start.

FWIW: if you replace one, I'd replace both while you are at it.
