If it is a misdrilled hole, it might be worth redrilling with the same size or the next bit size up to get a clean surface for 5200 to stick to.

And drilling a slightly larger hole will remove some of the wood in the transom that has been exposed to moisture, and may make it easier to get the sealer into the hole for a proper repair.
