sea strainer

when I put my 270 in the water, sea strainer is located right next to the black water tank, should the strainer be filling up through the thru hull? With engine running, should it be full? I have the one that came with the boat still, aluminum with hose coming from the foot and the other a thru hull. I took the top off expecting when I turned on the sea valve it would gush with water but zip...

That's what I'm trying to figure out for sure...i would think below and I took off the cover plate with the seacock open and nothing flowed...with engine offobviously

pulled the hose off and checked again, not blocked thru the sea valve.....
