Bilge alarm and second bilge pump

Im thinking of retro fitting a bilge alarm for high water to my 1989 Fiesta Vee 250, is that an easy thing to do? im thinking i can take power from under the helm.
I can install the alarm panel into the helm next to the wheel, since im new to boating and this boat im concerned that if i spring a leak i may not know it until its too late, I am keeping her on the water at a marina.
I also would like to add a second bilge pump because i have a new spare i bought when i thought my cabin bilge was fried, turns out it was dissconected,
Why are the bilge pumps in engine room and cabin different? heat?

I've no notion of why there are different bilges in either cabin or bilge... ???
