Starter replace 1990 Rinker Fiesta Vee 250

I had an off and on starter problem last year.  At times I would turn the switch and could hear the starter or relay click but it would not do anything else. If I would tap the switch on and on and on eventually the starter would engage and fire the engine.  Ideas, starter or relay?  Starter location? Any help is appreciated as boating season as almost here.

Slave solenoid protects starter solenoid which is on board the starter... $10 or so.. usually atop the engine where it's easy to reach, and takes no more than ten minutes to swap out.
