Battery Charger Voltage

Has anyone pulled voltage on their battery charger? with the breakers on for the charger and disconnected from the battery, I am only getting 2.6 Volts on my voltmeter for the starting battery terminals. I'm getting 12.6 for my house battery. What is the normal range they should be putting out for each? For a reference I pulled voltage on my bench top battery charger and at 2 Amp setting I am getting about 10.5 volts. Is the charger shot? IF so anyone have an install guide for replacing one of these as it is funneled into a large harness that goes in every direction.

    You've got a typo, 2.6 meaning 12.6? 

    Your batteries are made of six 2.1vdc cells, totaling 12.6vdc.  

    Your charger cell is showing 10.5v, and has a dead circuit, making the total 10.5vdc.  time for a new charger.

    No typo. Voltage is 2.6 at the starting battery terminals as well as inside the charger connection. I am getting 12.6 volts for my house battery at its terminals. Is the starting battery supposed to charge at a Lower voltage due to charging while motor is running from alternator? Also getting good 120 ac going into charger.
