Rinker fridge 4 cu ft in cabin

Hi can someone help me out. The fridge in the cabin has a light on but it is not cold at all. Can't turn the black knob to put it on cold and there is a silver wire hanging that seems like it belongs someplace. Is there a way to fix this?
