Installing a new seat pedistal

I am installing a new Springfield seat pedestal from Cascade Depot. When I took the screws out of the base to remove the old pedestal there was something like caulk or silicone on the screws what should i use when I reinstall the base screws? And I am hoping that they didn't use T bolts from the factory does anyone know?

    Most of the caulking used on the deck is 3M 4200. I can't say for sure that's what they used on your pedestal, but I don't think it would hurt to use 4200.
