Bilge Pump

I have a 2009 rinker 246 captiva. My bilge pump won't run in hand or off of the float. I looked at the electrical diagram and the there is a break somewhere. There looks two be two positive leads going to the pump on the secondary side of the breaker. Any idea where the breaker could be ?

There is no dash breaker - wondering where it is located ?

Not under the dash. Should be pop up pin type breakers under the steering wheel.

Have you checked for voltage with a meter or test light? You could be missing the negative side of the circuit.
