Nav and Dash Lights do not Illuminate

Hello and looking for some guidance please
I bought a 2001 Rinker 310 and the Nav and Dash Lights do not Illuminate, The switch toggles and has a green or red indication which also which also does not illuminate. (not sure what Red vs Green is on the switch as I would expect both the Port and Starboard to be on at the same time. Maybe one way is for the Stern/Mast light when I am anchored
I of course reset the breaker :)  
Anyone have any ideas what to look at next ? 
I am going to replace my Nav lights and all the Bulbs

    The switch is an on-off-on switch, one for nav lights and all around light, and the other position is for the all around light while you are at anchor. You reset the breaker, but do you have power to the switch? I would check to see if you have 12VDC and then go from there.  I would do that before replacing the bulbs.

    There is also a rocker switch that will adjust the amount of illumination for the gauges.
