Outdrive does not stay up

2005 Fiesta Vee 270.  Outdrive does not stay up... How do I determine if the problem is with the pump/valve body or the ram ?

The outdrive goes down slowly by itself and can be pushed down with my hand.  Tiny leak (not even a whole drop) at the top of the ram cylinder.  Pump motor sounds good.

that leak at the top of the ram means that the o ring inside it has gone bad, letting fluid seep through and causing the drive to go down. Either rebuild the ram or replace it.
