Rinker 340 - Fresh water tank location and access to replace sending unit

I have a problem with the sending unit on my waste tank. The electrician said that it is an old style 3 wire system and that the new systems are 2 wire but that I need to replace the sending unit on the fresh water tank a the same time.
Here is the issue:
My gauge on the panel box is an electronic one with indicator levels that switches from fresh water to waste water. So the electrician said we need to change out the electronic sending unit on the fresh water tank at the same time that we do the waste water one so that they will both be the new 2 wire system.
First - is he correct? Second, if so, where is the fresh water tank and how do I get to the sending unit on the fresh water system to replace it?
BTW, the waste tank is easy to get to under on the port side of the engine room.

Its located at the head of the aft bed under the lift out panel on the starboard side of the boat!
