Power Trim/Tilt Problem - 2007 280 EC

So I was out yesterday in a shallow area, tried raising my outdrive and noticed it wouldn't come up. So we decided to drop anchor where we were and not proceed. After we got settled I started messing around with the trim.
When I press the switch on the throttle to go up, you can hear the motor come on for about a second and then nothing. When you press it down, you can hear the motor for longer. I was going to jump out when we got in deeper water and see if it would trim down, but there was a storm brewing. I checked the fluid and its full. There is definitely power to the motor.
Where would you start troubleshooting?

Yeah, I always keep a dedicated meter on the boat.
Anyhow, drive limit switch maybe bad?
