Hard Steering On My Rinker 232

The steering on my 2000 Captiva 232 has been hard. I disconnected the steering cable at the actuator and the wheel turned easily without hesitation or difficulty. I then disconnected the pin to the yoke for the outdrive and the outdrive moved back and forth easily. The power steering pump was full of fluid and the belt turned the pulley when running. I then decided to change out the actuator. The steering improved slightly, but is still a bit hard to handle.

I tried to change the position of the flat part on the actuator to tighten the steering cable and got no results. The actuator part number is 806034A 1.

What could possibly be wrong? I'm stumped.

I had an '01 232 with the same problem, I had to replace the steering cable

Thanks for the replies. A quick question. I disconnected the steering cable from the actuator and removed it for clearance. I then turned the steering wheel and it was very easy to turn and took little effort. Before I purchase a new steering assembly, would you suggest that the steering cable could still be bad?
