Jabsco searchlight

I have a Jabsco searchlight 62026 on my 2007 320, and while it moves side to side (horizontally) with the controller, it does not lock in place, it does not hold it's horizontal position, I can rotate in freely by hand. Is this normal? I noticed that while under way the light rotates on it's own, it does not stay in the postion I leave it. There is a replacement gear and clutch kit for this model but I think this is for the Vertical (up and down) motion only, maybe I'm wrong.

    Mine is just starting to give trouble, goes up and down but refuses  to turn durn it.

    According to David Pascoe, marine surveyor and author of the book "Mid Size Powerboats" about 90% of boats he inspects has a non-operational searchlight. Either is won't move or won't light, or both.

    Mine is solely operational as a seagull perch. So for lighting up stuff, I use a handheld spotlight.
