what do I use?

I have another thread on touching up my outdrive, the grounding wire that goes to the upper part of the out drive I broke off the bolt that secures it. So, I will drill and tap a new hole for it. I have two questions, first there has to be something to isolate the stainless steel from the aluminum for corrosion. The other question, it did not appear there was a bare surface there for contact to the drive for the wire loop and the head of the bolt to make contact, should there be?

No, the wire loop touches the screw and the screw threads touch the metal housing -

Can you drill out the stainless screw that broke and use an EZ out instead of drilling a new hole? Or drill out the stainless screw all together and then tap to the next size up?2008 330EC -
