what do I use?

I have another thread on touching up my outdrive, the grounding wire that goes to the upper part of the out drive I broke off the bolt that secures it. So, I will drill and tap a new hole for it. I have two questions, first there has to be something to isolate the stainless steel from the aluminum for corrosion. The other question, it did not appear there was a bare surface there for contact to the drive for the wire loop and the head of the bolt to make contact, should there be?

    Since I was able to twist off the head of a stainless steel bolt, I don't see any point in trying to go after the remaining portion- it's pretty simple to drill and tap a new hole compared to doing that- plus, the hole is already plugged so I don't have to worry about that either!
