what do I use?

I posted this question in the wrong category... had two questions: the grounding wire to the out drive I broke off the head of the bolt trying to get it out as I needed to re paint that area. I will drill and tap a new hole. What do I use to isolate the stainless steel and the aluminum? Also, there was not a bare spot for the wire loop of the ground and the head of the bolt to come into contact with the metal of the outdrive, should there be?

I have used seamstick from Saillrite to separate stainless steel shroud brackets from my aluminum mast on my sailboat.  Here is the link:  http://www.sailrite.com/Seamstick-3-8-for-Canvas-60-Yds -  This tape sticks very good to many types of material and should provide a good barrier between the two metals.
