Cheapest power steering solution for unused pump?

Seems the port engine PS pump does nothing on a 2003 FV 310 except recirculate fluid - and seizes when said loop leaks and you have no idea of it. Apart from fixing the hose I need a new pump and it;s a waste to spend big on something that does nothing.

Ideas for an inexpensive fix?

    Remove it and replace the serpentine belt with a new one....
