Is there water coming out of the starboard side when you run the A/C? If not check the seacock located under the cabin stairs and make sure it is open. Good luck.
If you compressor starts the water pump should start soon after. Then you should get heat or cooling. If it heats or cools but not well in either mode it is probably a low gas charge. This is easy to rectify by having an HVAC guy access the cocloed ports to add the appropriate gas.
If it will not start at all check the fuse, the ground and the wires from the control pad at the unit's printed circuit board for good connection and ground.
Check the intake and blower vents for obstructions.
If all of that is good try tapping (gently) the compressor with a rubber mallet or reversing the heat and cool cycles a few times to see if the reversing valve shakes things up a bit. If that starts the compressor it may have been partially seized.
After a few minutes the water supply pump should start. If it doesn't check the water pump strainer for weed clogging or loss of prime.

Not sure how far you want to go before calling an HVAC tech. but I can offer some advice. Ask the repair guy what he means by bad compressor (drawing lock rotor amps, dead short to ground, open circuit) As handy said put an amp meter on it see if it draws high amps if yes you could try installing a hard start kit and tapping on the compressor with a mallet as Michael suggested. You would do this right when you turn on and compressor starts to draw. Note if you have been trying to start this compressor and it is locked up it may over heat and open safety until it cools down.
Does the breaker trip? If there is a short circuit the breaker will trip. If its locked rotor like CC said then it will draw 7 times the name plate amps and breaker will trip after a couple seconds. Good luck and keep us posted.
