HELP!!!! 99 Captiva Pedestal seat base pulled out of floor

Help!!!  Took the boat out for the first time this season today and the drivers seat pulled out of the floor.  The floor in the area seem plenty sturdy.  It seems just the nuts rusted off the bolts.  I don't see any way to get to the other side of the floor to put in new nuts.  Any ideas on how to re-attach my pedestal seat?

    If the floor is indeed healthy then there are a number of HD quick bolts and toggle bolts that should work...bigger question is where was the water coming from to rust the bolts to that condition?
