The battery switch should be left as is, where battery circuits are independent, no need to combine in "both" setting.
The shore power has many isolation switches that need to be turned on to run the charger.
First can I ask do you have both starboard and portside shore power, or just the one? In any event, there will be a shore power main isolation switch, it could be at the back of the boat or it could be on the electrical panel. Once you connect your shore cable (assuming breaker at pedestal is on), then you turn on the shorepower switch.
After that you turn on the 110V main board switch.
After that you turn on the battery charger switch.
That's when you have 110V going to the battery charger and charging your batteries.

Just a port side shore power. Here is a picture.
GFI on the 110 is on, however, no power to the dash.
If I turn the selector to one of the batteries, everything works.
Shouldn't the shore power alone be enough? Am I missing a breaker?
Sounds like it is working fine. The helm is run by battery power not your 110. That's why the helm works when you turn on your battery.
